The Tai-Ex opened up 100-points this morning from yesterday's close, at 14,802 on turnover of $3.5-billion N-T.

The Tai-Ex lost ground on Thursday, bucking the regional upward trend, as investors here remain concerned about geopolitical risks due to China's military exercises near Taiwan.


 MAC Issues China Travel Advisory in Wake of Activist Arrest

The Mainland Affairs Council is urging Taiwanese citizens to assess the risks of visiting China.

The warning follows the reported arrest of Taiwanese activist Yang Zhi-yuan on national security and anti-secession charges in Wen-Zhou, in Zhejiang Province.

Yang is pro-democracy campaigner and vice chairman of the independence-leaning Taiwanese National Party.

His arrest was announced by the state-run China Central Television service.

According to C-C-T-V, Yang was taken into custody by the state security bureau in Wen-Zhou on August 3 on charges relating to his activities in support of Taiwanese independence.

The Mainland Affairs Council says it has yet to receive any formal notice of Yang's arrest, but has requested China to adhere to (遵守) the Cross-Strait Joint Crime-Fighting and Judicial Mutual Assistance Agreement.

The council is also warning Taiwanese nationals to exercise caution when traveling to China due to the potential risks to their personal freedom and security.


 Government to Raise Minimum Wage for Migrant Caregivers

The Ministry of Labor says the government is planning to raise the minimum monthly wage for live-in migrant caregivers and domestic helpers.

According to the ministry's Cross-Border Workforce Management Division, wages will be increased from the current 17,000 N-T per month to 20,000 N-T following progress in talks with Indonesia, where most caregivers come from.

Indonesia agreed to exempt Taiwan from its zero-placement fee policy and to resume (恢復) processing applications of new caregivers to work in Taiwan late last month after halting applications from new caregivers for jobs in Taiwan in March.

Data showed there are over 218-thousand migrant caregivers and domestic helpers working in Taiwan and that figure included almost 165-thousand from Indonesia.

The minimum monthly wage for live-in caregivers and domestic helpers is not covered by the Labor Standards Act.


 UN: NKorea Preparing for More Nuclear Tests

U.N. experts say North Korea is paving the way for additional nuclear tests

South Korean and U.S. intelligence officials have said they detected North Korean efforts to prepare its northeastern Punggye-ri site for another nuclear test.

It would be the North's seventh since 2006 and the first since September 2017, when it claimed to have detonated (使爆炸) a thermonuclear bomb to fit on its intercontinental ballistic missiles.

The panel of experts' report to the U.N. Security Council provides some details of the work being carried out at the site .

The experts also said in key excerpts from their latest report obtained late Thursday by AP that North Korea conducted two major hacks this year, resulting in the theft of cryptocurrency assets worth ``hundreds of millions of dollars.''

They said Pyongyang also continues illicitly importing oil and exporting coal in violation of U.N. sanctions, using the same companies, networks and vessels.
