The Tai-Ex opened down 26-points this morning from yesterday's close, at 17,463, on turnover of $5.7-billion N-T.

Shares in Taiwan closed higher yesterday after recovering earlier losses due to late session buying amid eased concerns over the possibility of an immediate rate hike cycle by the U.S. Federal Reserve.

Bargain hunters rushed to pick up large cap stocks, including contract chipmaker TSMC, following the downgrade (降級) of Taiwan's weighting in three major MSCI Inc. indexes, which went into effect after the market closed Tuesday.

 Taiwan to Stage Wanan Air Defense Drill Sept. 15

The annual Wanan air defense exercise is scheduled to be held all across Taiwan on Sept. 15.

However civilians will not be required to shelter in place.

The drill this year, coded No. 44, is aimed mainly at raising awareness of emergency warnings, in particular (特別是) for air attacks, so as to reduce the possibility of casualties and damage if such attacks do take place.

The air raid sirens will go off at 1:30 p.m. on Sept. 15 to signal the start of the 30 minute drill.

Some people will receive a text message on their phones, but they can carry on as usual with their daily activities.

Vehicular and pedestrian traffic on the roads will not be suspended.


 Taiwan Ranks Joint First with Australia in Earth Science Olympiad

Taiwan has ranked joint first in an earth science Olympiad.

Taiwan's team of five high school students shared first place with Australia, winning four gold medals and one silver at the 2021 International Earth Science Olympiad, which took place online from Aug. 25-30.

The 14th IESO annual competition tested the abilities of secondary school students in disciplines (學科) such as geology, meteorology, environmental science, and terrestrial astronomy, It was held online this year due to the COVID-19 pandemic.

 UN Appeals for Afghanistan Aid

The United Nations chief is urging all nations to help the people of Afghanistan ``in their darkest hour of need.''

Secretary-General Antonio Guterres said Tuesday that almost half the Afghan population, roughly 18 million people, need humanitarian assistance to survive, and the country faces the threat of basic services collapsing (崩潰) completely.

Guterres says one in three Afghans don't know where their next meal will come from and half the children under age 5 are expected to become ``acutely malnourished.`

U.N. spokesman Stephane Dujarric said the current $1.3 billion U.N. humanitarian appeal for Afghanistan is only 39% funded.

Guterres said a new emergency appeal for the next four months is expected next week.


 US Cali Nevada Evacuations Due to Wildfire

 Venezuela Opposition to Participate in Elections

Venezuelan opposition parties say they will participate in the regional and municipal elections scheduled for November.

The announcement comes days before the opposition and the government of President Nicolas Maduro are expected to meet in Mexico City to continue negotiations on finding a common path out of Venezuela's political standoff(對峙、僵局).

Both sides have agreed to discuss electoral matters as part of the dialogue, which officially began earlier this month.

The upcoming election is scheduled for Nov. 21.

The opposition boycotted previous elections arguing that Venezuela lacks the conditions for free and just contests.
