Tai-Ex opening

The Tai-Ex opened down 205-points this morning from yesterday's close, at
16,491 on turnover of $4.7-billion N-T.

The market gained ground on Thursday as investors took cues (線索、暗示) from
an overnight rally on Wall Street following the U-S Federal Reserve's ruling
out the possibility of overly aggressive rate hikes later this year.

The bellwether electronics sector attracted buying throughout the session as
investors hunted for bargains among recently heavily hit tech heavyweights,
while the financial sector came under pressure to cap the upturn on the
broader market.

The Cabinet has approved proposals to upgrade the Council of Agriculture and
the Environmental Protection Agency to stand-alone ministries.

The plans will now be sent to the Legislature for review.

If passed, the Council of Agriculture will be reformed under the title the
"Ministry of Agriculture," while the Environmental Protection Agency will
become the "Ministry of Environment and Natural Resources."

According to the Cabinet, the new agencies will implement (實施) government
plans and policies aimed at tackling climate change and the proposals are in
line with the amendments to the Organizational Act of the Executive Yuan.

Those amendments were passed by the Legislature in 2011 and seek to have the
37 ministries and government agencies currently under the Cabinet merged or
restructured into 29 ministries and agencies.

The United Nations says it will mobilise 351 million dollars to support
Nigeria's humanitarian response efforts in its northeast region which has
been suffering from terrorist activities.

U.N Secretary General Antonio Guterres made the pledge (保證) after a meeting
with the country's President MuhammaduBuhari in Abuja.

Correspondent TesemAkende reports.
The death toll has risen to 26 in the collapse of a building in central
China.

The official Xinhua News Agency says that 10 people have also been rescued as
of Thursday night.

Rescuers have been searching through the rubble (碎石) since the building in
the city of Changsha collapsed last Friday.

At least nine people have been arrested in connection with the collapse of
what Xinhua has described as a ``self-built building'' on suspicion of
ignoring building codes or committing other violations.

Guinea authorities say they will prosecute former President Alpha Conde and
26 of his officials for violence surrounding his bid for a controversial
third term in office.

The 84-year-old former leader was overthrown in a coup d'etat in September by
a military junta that now leads the West African country.

Documents from the General Prosecutor's Office specify several charges
against the ex-president and his supporters including complicity (同?) in
murder, abductions, torture and illegal detentions.

The document said that electoral violence in Guinea in 2020 killed at least
12 people in the capital and 50 elsewhere.
