The Tai-Ex opened down 19-points this morning from yesterday's close, at 18,356 on turnover of $3.5-billion N-T.

The Tai-Ex gained ground on Wednesday, as Taiwan Semiconductor Manufacturing rose for the third consecutive session ahead of an investor conference scheduled for later today.

Market watchers say the rally was due in part to a rebound on Wall Street overnight, despite U-S Federal Reserve Chair Jerome Powell announcing plans to launch a series of interest rate hikes and to reduce (減少) its balance sheet this year.

 Tsai Invited to Honduran President-Elect's Inauguration

The Ministry of Foreign Affairs says President Tsai Ing-wen has been invited to attend the inauguration of Honduran President-elect Xiomara Castro.

According to ministry spokeswoman Joanne Ou, it received invitations addressed to Tsai from both outgoing President Juan Orlando Hernandez and Castro's camp for Tsai to attend the ceremony on January 27.

Ou says the Presidential Office will be making further announcments on whether Tsai will be leading a delegation or sending a special envoy to Honduras for the occasion.

Castro had repeatedly said she will sever (切斷) ties with Taiwan in favor of Beijing during her election campaign.

However, Foreign Minister Joseph Wu has said Castro's team has promised that diplomatic ties with Taiwan will remain unchanged.


 MOTC Seeking to Name Drunk Drivers

The Ministry of Transport says it could soon be allowed to make public both the names and photographs of people convicted of repeat drunk driving offenses.

The statement comes after members of the legislative Transportation Committee approved a proposed amendment to the Road Traffic Management and Penalty Act.

According to the transport ministry, the amendment to the act defines (定義,) repeat drunk drivers as those who have committed the offense two or more times over a 10 year period.

The amendment also covers those caught driving under the influence of illegal drugs.


 Egypt President Urges Sudan Talks

Egyptian President Abdel Fattah el-Sissi is urging rival factions in Sudan to engage in talks to move forward in their transition to democracy after a coup toppled the civilian-led government.

The Egyptian leader said Wednesday that Sudanese parties should agree on a roadmap to stabilize the country and hold elections at the end of the transition.

He also denied siding with either party in the crisis.

Following the Oct. 25 coup, some Sudanese opposition leaders suspected that Egypt had given a greenlight for Sudan's military leader to oust Prime Minister Abdalla Hamdok's government. El-Sissi insists his government doesn't intervene (干預) in other country's internal affairs.

Egypt fears that prolonged deadlock would further destabilize its southern neighbor.
