The Tai-Ex opened down 104-points this morning from yesterday's close, at 18,114 on turnover of $5.5-billion N-T.

The market lost ground again on Thursday, after Wall Street ended broadly lower overnight following another choppy (不斷改變方向的) day of trading.


 Cabinet Approves Draft Copyright and Trademark Law Amendments

The Cabinet has approved draft amendments to the Copyright Act and Trademark Act.

The amendments seek to ensure (確保) better protection of intellectual property right owners and are part of the government's efforts to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

According to the Cabinet, the draft amendments will allow prosecutors to investigate a wider range of copyright or trademark infringements, which can currently only be brought to a criminal court if copyright holders take action.

The amendments will now be sent to the Legislature Yuan for review.


 39th Taiwan Resource Center for Chinese Studies Opens in Czech Republic

The 39th Taiwan Resource Center for Chinese Studies will be established at Masaryk University in the Czech Republic.

According to the National Central Library, the decision to open the center there follows six months of negotiations between various (各個) parties from both countries.

Thos parties included the library, the university and the Taipei Economic and Cultural Office in Prague.

A cooperation agreement was signed earlier this month between National Central Library Director-General Tseng Shu-hsien and the Rector of Masaryk University.

Tsang says the global establishment of Taiwan Resource Center for Chinese Studies is aimed at promoting "Sino culture with Taiwanese characteristics" through the publication of research from Taiwanese academics.


 Peru Declares Environmental Emergency Amid Oil Spill

Peru has declared an environmental emergency after announcing that 21 beaches on the Pacific coast were contaminated (污染) by an oil spill at a refinery run by Spain-based Repsol, following surging waves caused by the eruption of an underwater volcano near Tonga.

President Pedro Castillo says a committee will be formed to propose ways of dealing with the crisis, in keeping with national policies aimed at protecting the environment.

Officials say Repsol has promised to deliver a cleaning schedule, to incorporate local fishermen in the cleanup on beaches and to deliver food baskets to affected families.

 UN Calls for Members to Observe Olympic Truce

The president of the General Assembly is appealing to the U.N.'s 193 member nations to take ``concrete (具體的) actions'' to promote peace during next month's winter Olympics in Beijing.

Abdulla Shahid also called on all warring parties in conflicts around the world ``to boldly agree to true mutual cease-fires'' during the Olympic Truce, before, during and after the Olympics.

On Dec. 2, the assembly adopted a resolution by consensus recalling the ancient Greek tradition, calling for an ``Olympic Truce,'' to encourage a peaceful environment and ensure safe passage and participation of athletes in the games, `

The Olympics run from Feb. 4th-to-20th, followed by the Paralympics from March 4th-to-13th.
