Tai-Ex opening up

The Tai-Ex opened 87-points up this morning from yesterday's close, at 23,288 on turnover of 4.7-billion N-T.
The market lost ground on Tuesday as selling was seen almost across the board on the back of lingering investor concerns over U-S tariff policies ahead of the expected outcome (結果) of talks between Taipei and Washington.
Analysts say with the Trump administration scheduled to implement (實施) its reciprocal tariffs on August 1, investors are appearing more and more anxious as trade talks have yet to yield any conclusions (尚未有結果).

Meanwhile,
The Central Weather Administration has once again issued rain advisories (大雨特報) for parts of the island.
An extremely torrential rain advisory is in effect for mountainous areas of Kaohsiung.
Torrential rain alerts are in effect for mountainous areas of Chiayi , Tainan and Pingtung.
The accumulated rainfall (累積雨量) today in Pingtung Chun-ri Township has reached beyond 310 millimeters so far today, and in Kaohsiung Taoyuan and Maolin, it's 300 millimeters.
There's also a heavy rain warning elsewhere in the center and south.
All of the advisories will remain effective through late this afternoon - but could be adjusted (調整) depending on the weather conditions.
Premier visits flood-hit Tainan

Premier Zhou Rong-tai has visited flood-affected areas in Tainan - where he told residents that the Cabinet plans to establish a Yunlin-Jiayi-Tainan Flood Response Command Center.
According to Zhuo, the center will facilitate (促進) direct coordination between central and local governments in addressing related issues (處理相關議題).
The premier also said subsidies will be increased to support affected (受災的) businesses.
Currently local governments provide 5,000 N-T in subsidies for those suffering flooding over 50-centimeters, and the Ministry of Economic Affairs provides them with 20,000 N-T.
The premier says an additional 10,000 N-T will be granted to legally registered (合法登記的) businesses and market vendors (市場攤商) as further relief.
And he told reporters that President Lai Ching-te has instructed the military to assist with disaster relief efforts.
Tsunami warnings for Japan, Alaska, Hawaii

Japan and the US states of Alaska and Hawaii are under tsunami (海嘯) warning after a magnitude 8.7 quake struck Russia's Far East at 8:25 AM local time.
Damage and evacuations were reported in the Russian regions nearest the epicenter on the Kamchatka Peninsula (堪察加半島).
The quake has already generated a tsunami of up to 4 meters in the quake hit area.
The Japan Weather Agency says it expected tsunami waves of up to 3 metres (10 feet) to reach large coastal areas soon.
Broadcaster NHK is urging residents along those areas to keep evacuating until the tsunami warnings are lifted (解除).
In the United States, the Pacific Tsunami Warning Center said a tsunami had been generated (產生) by the quake that could cause damage along the coastlines of all the Hawaiian islands.
IMF raises global growth forecast

The International Monetary Fund has raised its global growth forecast for 2025, citing a pause in new U.S. tariffs and stronger-than-expected trade activity.
But it warns the outlook remains fragile (脆弱的), with the threat of trade tensions still looming (緊張的貿易情勢仍在).
