Keelung Mayor Hsieh Kuo-liang Recall Vote on Sunday

The future of Keelung Mayor Hsieh Kuo-liang will be put to test this Sunday - when residents of the city head to polling stations (投票所) to cast their ballots in a recall vote.

Organizers of the recall vote collected over 43-thousand signatures, of which 37-thousand were verified by the Central Election Commission setting into motion the recall vote.

For Hsieh to be removed from office (下台) 77-thousand people must vote "yes."

Polling stations will be open from 8AM to 4PM.

The Central Election Commission has said official results will be announced on October 18.

Union Welcomes New Pricing Regulations for Delivery Dervices

A union representing on-demand delivery service workers says a government plan to regulate pricing (規範費率) in the rapidly growing industry can help ensure (確保) reasonable and stable incomes.

The statement comes after the Ministry of Transport announced plans to introduce new pricing rules for on-demand delivery services (外送平台), such as Uber Eats and Lalamove.

According to the National Delivery Industrial Union, the plan is expected to improve workers' income, as well as to promote sustainable development (永續發展) of the sector.

The ministry has said the draft amendment (修法草案) to regulations on "automobile transportation operators (汽車運輸業)" is expected to take effect in November at the earliest.

The draft amendment defines minimum fares and the calculation of total fares based on the distance, along with additional fees the services can charge, such as for the time waiting for picking up goods at vendors and for customers to collect their orders.

The services can also charge extra for delivery to the floor specified by the customers (樓層費), in late hours and during the Lunar New Year period under the new pricing rules.

South Koreans have reacted with joy and astonishment (驚訝) after learning that homegrown writer Han Kang(韓江) won the Nobel Prize in literature.

It was an unexpected moment that stoked national pride about the country’s growing cultural influence.

Han, known for her experimental and often disturbing stories that explore human traumas and violence and incorporate the brutal (殘酷的) moments of South Korea’s modern history, is the country’s first writer to win the prestigeous prize.

Han’s triumph adds to the growing global influence of South Korean culture, which in recent years included the successes of director Bong Joon-ho’s Oscar-winning “Parasite (寄生上流),” the Netflix survival drama “Squid Game” and K-pop groups like BTS and BLACKPINK.

TD Bank hit with record-breaking fine

TD Bank has agreed to pay a record-breaking $3 billion U.S. dollars in fines and pleaded guilty in a money laundering case brought by US authorities.

They accused the Canadian bank of failing to properly monitor money laundering activities by drug cartels (販毒集團).

Mexico Mayor took office after predecessor got killed

A new mayor has been sworn in a city in southern Mexico where his predecessor was killed and beheaded less than a week after taking office.

Gustavo Alarcon, a doctor, had been elected as an alternate (另一選擇) on the same ticket as Alejandro Arcos in elections in June.

Arcos took office on Oct. 1st in the violence-wracked city of Chilpancingo, the capital of the southern state of Guerrero.

But his beheaded body was found Sunday. Alarcon took the oath of office (宣誓就職) with a minimal security detail (維安人員) of a handful of police officers Thursday.

Two rival drug gangs are fighting to control the city.
