The Tai-Ex opened down 41-points this morning from yesterday's close, at 17,282 on turnover of 5.5-billion N-T.

The market closed at a fifth consecutive (連續的) daily high on Tuesday as bargain hunters took advantage of early losses to pick up (買進) large-cap stocks.

TSMC and China Steel proved to be the investor favorites, particularly in late trading, to push the market to the fresh high.

Newly sworn-in Transport Minister Wang Kwo-tsai says his top priority (首要任務) is to reform the Taiwan Railways Administration and to ensure that train travel is safe.

Speaking at a handover (交接) ceremony, Wang said he will be pushing for the integration (整合) of different departments within the TRA to make lateral communications (橫向溝通) easier.

According to Wang, the transport ministry is also reviewing the administration's financial situation and looking for solutions to help it cease operating at an aggregate deficit (總共赤字) of 400-billion N-T and suffering from high long-term pension liabilities (退休金責任).

However, Wang is stressing that any reform of the TRA will seek to put passengers rights and the rights of railways employees first.

The Central Weather Bureau says a new cloud band moving towards Taiwan from eastern China should bring rain to the island from this Sunday.

However, it may not be enough to help ease (減輕) the current drought.

According to the bureau's forecast center, northern and eastern parts of the island should see relatively heavy rainfall, but only sporadic showers (間歇陣雨) are likely in central and southern Taiwan.

The rain is expected to continue into Monday.

Meteorologist Wu De-rong says the approaching (靠近的) cloud system could bring the most rainfall to Taiwan of any system in April.

In world news...

India is experiencing a serious second wave of coronavirus infections.

On February 10th this year when the second wave started, India confirmed 11,000 cases - and in the next 50 days, the daily average was around 22,000 cases.

But in the following 10 days, cases rose sharply with the daily average reaching 89,800.

Experts say this rapid increase shows that the second wave is spreading much faster across the country.

In the US, former police officer Derek Chauvin has been found guilty of the murder of black man, George Floyd.

A video of Chauvin kneeling on Floyd's neck for more than nine minutes sparked global protests over racial injustice (種族不公正) last year.

US correspondent Kate Fisher reports.

U.S. stocks fell for a second day in a row as Covid-19 jitters offset some strong earnings reports.

Global coronavirus infection numbers continue to rise and the State Department has updated its travel advisory (旅遊警示) urging U.S. citizens to avoid visiting around 80% of countries worldwide.
